INVESTIGATION OF THE TRAGIC EVENTS AT THE CARLING BLACK LABEL CHAMPION CUP ON 29 JULY 2017

The National Soccer League (“the League”) has appointed Mr. V. Maleka SC assisted by Mbana Incorporated to investigate the circumstances leading up to and surrounding the tragic incident, where two supporters tragically lost their lives and numerous others were injured. The tragic incident took place at the FNB Stadium on 29 July 2017 during a Carling Black Label Champion Cup game between Orlando Pirates FC and Kaizer Chiefs FC.

Mr. Maleka SC and Mbana Inc, would like to send their heartfelt condolences to the bereaved families and wish all those who have been injured a speedy recovery.

Regarding the investigation, Mr. Maleka SC is required to expeditiously prepare a report for the League in order for it to understand whether there has been proper attention to and compliance with the relevant laws, rules and regulations, governing, planning, management, and enforcement of safety and security measures at stadiums during football matches. The League seeks to ensure that, to the extent possible, tragic incidents such as these are prevented whenever its member clubs are involved.

Although the game was not organised by the League itself, it remains vital for the League to understand exactly what happened since its overall objectives include the promotion, administration, control and governance of all professional football in the Republic, and in particular, is responsible for issues relating to safety and security in stadiums during football matches.
